Law 6/93, of 15th July, regulating waste
 

The concept of collection centre, as an element of municipal waste management, appeared in Catalonia in Law 6/1993, of 15th July, regulating waste. Article 3 of the Law defines a collection centre as "a centre for the selective reception and storage of municipal wastes for which there is no home collection service".

Article 46 of the Law establishes that "municipalities with over 5,000 registered inhabitants, independently or in groups and, if appropriate, regional councils and the Metropolitan Agency for Hydraulic Services and Waste Treatment should establish the collection centre service by installing the plant or plants necessary to collect the waste listed in Annex III". Thanks to this, there is currently an extensive network of collection centres covering mainly municipalities of this size.
The Catalan Municipal Waste Management Programme (PROGREMIC)
 

The Catalan Municipal Waste Management Programme 2001 - 2006 (PROGREMIC) consolidates collection centres as a selective collection system for various waste fractions. Collection centres are presented as an important tool for the recovery of wood, bulky waste, waste electrical and electronic equipment (WEEE), hazardous waste and other fractions.

The PROGREMIC 2001 - 2006, goes beyond the provisions of Law 6/1993 and establishes the objective of extending the collection centre service to municipalities of 2,000 to 5,000 inhabitants and also of making the service more accessible to the public by improving and reinforcing the existing network in municipalities of over 5,000 inhabitants.
Technical Standard for Collection Centres
 

As a practical development of the Law and the PROGREMIC, the Technical Standard for Collection Centres was drawn up. Subject to periodical revisions, it defines more specific aspects of both design and construction, and management of these facilities. Compliance with the specifications of the Technical Standard by collection centre operators is compulsory.
