As a closed, controlled facility, a collection centre must meet a series of basic requirements if it is to operate properly:
- It must have set opening times clearly displayed for the public.
- Municipalities must have adequate signposting so the centre is easily located.
- Inside the collection centre adequate signposting must direct users to the right container for the waste fraction they wish to dispose of.
- There must be staff on hand to attend the public and supervise operation.
- Waste collected at the centre must be treated by companies authorised by the Waste Agency of Catalonia.
- The centre must be kept clean and well maintained.
- All activity undertaken in the collection centre must be recorded in the waste control log: entry of waste, management by authorised companies, economic operations and conservation tasks.
Users and staff are required to abide by basic rules of waste management:
- Users must provide staff with the maximum information on the type of waste they bring, particularly if it is hazardous municipal waste (paint, varnish, batteries, mineral oils...). They must also follow the staff’s instructions regarding which container to use.
- Collection centre staff must inform users of where to leave waste, and, when brought hazardous municipal waste, must leave it personally in the storeroom, sorted by type.
