Waste prevention |

From an environmental point of view, the best waste is no waste. However, in recent years, both in Catalonia and further afield, municipal waste has continued to increase.
For this reason, regulations every level make waste prevention the first priority of waste management.
Waste prevention is any action taken to prevent the quantitative generation of waste or to reduce its hazardousness:
- Reduction at source: minimisation in the design, production, distribution or consumption phase of the use of toxic substances or raw materials.
- Reuse: using a product again, either for the same initial purpose or for a different one, in its original form without modification. Since no processing of the product is required, it is preferable to recycling, as it prevents the object from becoming waste at the end of its life cycle.
Governments must foster waste prevention by encouraging these initiatives among the public and companies. The Catalan Centre for Recycling (CCR) is the entity under the Waste Agency of Catalonia in charge of promoting waste prevention initiatives. |

Municipal Waste Prevention Agreement |

On 4th July 2002 a collaboration agreement was signed between the Waste Agency (now the Waste Agency of Catalonia), the Association of Municipalities and Regions of Catalonia (AMC), the Federation of Catalan Municipalities (FMC), the CEDAC (Council of Food Distributors of Catalonia), the ANGED (National Association of Large Distributing Companies), Trade Confederation of Catalonia, Ecoembes and Ecovidrio on the prevention of municipal waste. The aim of the agreement is to promote municipal waste prevention through specific projects involving public and private organisations in Catalonia. |

Cal destacar també, un dels instruments de prevenció impulsats des de l'Administració, els Plans Empresarials de Prevenció (PEP). D'acord amb l'article 3 del Reial Decret 782/1998, que desenvolupa el reglament per a l'execució de la Llei 11/1997 d'envasos i residus d'envasos, estan obligats a elaborar un Pla empresarial de prevenció els envasadors que durant un any natural posin al mercat una quantitat de productes envasats susceptible de generar residus d'envasos en quantitats superiors a llindars definits. |
