The Regulations that deal with the conditions for incinerating waste in Catalonia are:
Law 11/2000 of 13th November, regulating waste incineration. The purpose of this law is to regulate the conditions in which incineration must take place in Catalonia, in order to protect people's health and the environment while prioritising the minimisation and evaluation of the waste at origin (Article 1). The law determines that the municipalities that use incineration as a system for disposing of waste must set quantifiable objectives to reduce and evaluate municipal waste, and establishes strict environmental vigilance on several emission parameters.
Decree 323/1994 of 4th November, regulating waste incineration installations and the limits of their emissions into the atmosphere
Decree 80/2002 of 19th February, regulating the conditions for waste incineration, which establishes the minimum energy use; different provisions are established on ash management and limits are set for the emission of dioxins and furanes.
Order of 15th February 1996 on slag evaluation. This order is applicable to slag from municipal waste incineration and that resulting from thermometallurgic processes, in order to favour its evaluation, given its inert nature. |
