What is a controlled landfill?

A controlled waste landfill is a surface installation for any kind of waste.

Decree 1/1997 of 7th January concerning the disposal of waste in controlled landfills, draws a difference between three types of surface controlled landfills, depending on the waste managed:

Class III controlled landfills for hazardous waste
  Class II controlled landfills for non-hazardous waste
Municipal waste controlled landfills are class II, specifically equipped to admit all municipal waste fractions that may not be recoverable.
  Class I controlled landfills for inert waste
