Royal Decree 782/1998, developing the regulation for the execution of the Packaging Act, establishes the obligation to draw up a Business Prevention Plan (PEP) of packagers that put on the market an amount of packaged products likely to generate packaging waste in amounts exceeding certain thresholds in the course of a calendar year.

When posing the reduction strategies to be followed, the quantitative reduction, by weight, of the packaging marketed must be borne in mind, as well as the qualitative reduction of the impact generated by packaging waste

Packaging waste prevention plans must be approved by the waste authority of the autonomous community in which the measures provided for in the plan are to be implemented.
