| The TFS project started in 1993 as a programme of adaptation to European regulation 259/93 concerning transfrontier shipment that was enforced on 6th May 1994 The project (TFS-1) established between competent authorities in five countries of the European Union achieved the establishment of a structural base of co-operation inside the European Union for the execution of environmental legislation, especially concerning waste transport and the collective control of a previously selected waste flow.
The conclusions drawn from the TFS-1 included the increase in the number of competent authorities taking part in the network and the continuation of the project (TFS-2). In the second phase, in addition to the improvement of the establishment of intracommunity communication, emphasis is placed on the development of inspection projects (in companies and transporter checks) and the preparation of sample manuals and inspection with a view to unifying criteria and methodology of action among the participating authorities.
According to the advantageous results achieved in TFS-1 and TFS-2, the participating countries agreed to maintain the established network through constant collaboration (TFS consignment).
Co-operation between countries enables the experiences of the participating authorities to be evaluated during the project operative phases and gives an intracommunity system of communication in the field of waste transport control. By exchanging information, a broader knowledge is gained of the hazardous and non hazardous waste flow, and it is easier to identify illegal transport and the infringement of transfrontier shipment.
