Environmental Electronic Exchange Language
(E3L) is a standard developed by the Autonomous Communities
to facilitate the exchange of information among the different
ones public and private entities involved in the process
of procedure and exchange of environmental character datum.
Based on a previous study that has analyzed
the flows of information required by the legislation in
environmental subject in the European Union in general and
in Spain in particular, E3L intends to be the reference
for the communication in any environmental subject, proportionate
in this way a technology accessible to all the parts involved
or interested in the process.
In environmental subject one of the
challenges of our society is, undoubtedly, the consensus
and harmonization of proportions and identifications, if
we wish to offer suitable policies, suitable datum is required
in all the elements of the chain of materials flux. E3L
facilitates this consensus and harmonization so needed by
all of them, then brings, not only some rules of interconnection
among platforms, but one true manual of good practices,
borne, moreover, by the valid environmental legislation
in all its|his|her|their elements.
It is foreseen that the development of this
standard unfolds in a gradual way for the different Autonomous
Communities. First of all the procedure and the exchange
of datum in the sector of the dangerous industrial waste,
precisely the previous Notifications of Transfer (NT) and
the Documents of Control and Follow-Up (DCS) associated
will be pioneered.
