| Some two hundred
people, both experts and public, meet in Barcelona
to exchange experiences and debate new proposals for
municipal waste prevention
Barcelona, December 2005
On 24th November the Museu de la Ciència Cosmocaixa,
Barcelona was the venue for the 3rd Meeting on Municipal
Waste Prevention organised by the Centre Català
del Reciclatge of the Agència de Residus de
Catalunya attached to the Department of the Environment
and Housing of the Generalitat, Government of Catalonia.
The meeting was opened by Mr Salvador Milà,
Minister of the Environment and Housing of the Generalitat,
Government of Catalonia, and closed by Mr Manel Hernandez
i Carreres, Manager of the Agència de Residus
de Catalunya.
The aim of the meeting was:
- To inform of the European Union’s Thematic
Strategy on the Prevention and Recycling of Waste.
- To make known the most significant actions being
carried out in Catalonia with regard to municipal
waste prevention.
- To provide first-hand knowledge of the most pioneering
experiences in waster prevention at European level.
- To promote an area for reflection and meetings
between the different agents for the exchange of
experiences and opinions on municipal waste prevention.
- To inform of future waste prevention strategies
proposed by the autonomous administration in accordance
with the revision of the PROGREMIC.
With these aims in mind, the programme of the meeting
was divided into three large blocks:

The promotion of municipal waste
prevention by the Administration.
A representative of the European Commission explained
the forthcoming Thematic Strategy on the Prevention
and Recycling of Waste and its implications. A
representative of the ARC explained the current
situation and the new opportunities for municipal
waste prevention arising in Catalonia. The ACR+
gave the main conclusions of the study on prevention
in waste management plans in various European
regions. |

II. |
The results of municipal waste prevention experiences.
To offer information on two of the most interesting
projects in Europe papers were presented by representatives
from the Flanders and Piemonte regions. In reference
to Catalonia, the results were given of the waste
prevention projects developed in the city of Reus
and by the UPC, as well as that currently being
developed by the OCUC. |

III. |
The future of municipal waste prevention.
In order to debate new prevention proposals, three
work groups, led by experts, were set up on the
following topics: |

Waste prevention in the distribution
sector; |
2. |
Communication and training tools for waste
prevention; and |
3. |
Waste prevention instruments at local
level. |

Alongside the Meeting an exhibition was held of 13
posters of the results of the waste prevention
projects under the Municipal Waste Agreement for Catalonia,
which are now completed, and 44
posters of projects under the agreement, which
are currently being developed. These
posters can be viewed on the ARC website.
The Meeting also provided the opportunity to present
the latest publication on prevention Municipal Waste
Prevention Actions Organised by Local Entities in
Catalonia and Europe, a joint production from the
Centre Català del Reciclatge and the ACR+.
