| Requirements |
 |
| The principal requirement for using this
application is to have a user code (producer P code) and
password for the Waste Documentary System (SDR), which
are provided by the ARC. Those operators who use the SDR
for the documentary management of wastes (acceptance sheets,
consignment notes, etc.) or for the presentation of the
Annual Industrial Waste Declaration will already have
these data.
Operators who do not have a user code or password and
would like to use the IPS ON-LINE application should apply
through the SDR system (Producers section of the website
( https://sdr.arc.cat)
To use this system it is necessary to have a computer
with Internet access.
|
 |
| Using
the system |
 |
| The IPS ON-LINE application
is accessed from the Waste
Documentary System (SDR) by entering the user name
(producer code) and password (provided by the ARC).
Once inside the SDR, users should go to
IPS-Producers-Edit IPS and from here they can access the
main screen of the IPS ON-LINE.
From the main screen, using the top row
of icons, users can select the option of creating a new
IPS or opening an IPS which has already been created.
Once a new IPS has been generated, the outline of the
IPS is displayed with the different sections to fill out
using the icons on the side (the structure and operation
of the application are similar to the online DARI).
The application has an embedded help system
which explains how each icon functions and the characteristics
of each information field.
Users can consult the IPSs being prepared
or already presented at any time and in the future will
be able to use the system to prepare the subsequent Situation
Reports which they will have to present periodically.

| Content
and Structure |
 |
| The content and structure
of the on-line IPS is based on that described in Annex
II of RD 9/2005, although there are some particular points
to note.
- The data referring to the structure of the company
(available to the ARC from other procedures) is displayed
automatically in the corresponding fields. This information
will not be modifiable through the IPS ON-LINE and operators
should notify the ARC by post of any necessary changes.
- For all operators who must present a DARI (Annual
Industrial Waste Declaration), all information fields
common to the DARI and the IPS will be displayed automatically
in the IPS, so that only the empty fields need to be
completed.
- A new section has been included for the characterisation
of transport of substances used on-site, given that
the internal transport system used for materials, products
or wastes can be an important source of pollution.
- There are four basic types of information fields:
- Those that display the information available to
the ARC from the documents processed for entry into
the Waste Producer Register or assignment of the producer
code. These fields are not modifiable.
- Fields displaying information sourced from prior
Annual Industrial Waste Declarations (DARIs). These
fields are modifiable.
- Fields in which information is entered by selecting
from a pop-up list.
- Alphanumeric or numeric fields for text entry.
- The system has built-in validation processes to check
that the information entered by the user is correct
and complete.
- In the Annexes section operators must list all documents
attached to the IPS, whether they be plans, sketches,
photographs, reports on soil quality or other documents.
For photographs it is only necessary to note that photographs
of the site are attached.

| Submission |
 |
| Once the preparation of
the IPS in the online application has been finalized,
the user should click on the icon to send the IPS. When
the system has validated the IPS, a browser window will
open, showing that IPS has been provided to ARC and registered
by ARC.
At the same window is possible to print the reception
certificate that accredit the IPS presentation at the
ARC Registry,
also it's possible to print the official presentation
note for all the IPS annex documentation (maps, photos,
other documents...) that must be presented at the ARC
Registry in paper format.
