In the 1993 community programme for policy and
action on the environment and sustainable development
(V Programme), waste from electric and electronic
equipment (WEEE) was mentioned as one of the priority
waste flows for regulation in order to apply principles
of prevention, recovery and safe removal.
In its resolution of 14th November 1996, the European
Parliament thus instructed the Commission to present
proposals for directives on different priority waste
flows, including waste from electric and electronic
equipment.
After the approval of the European directives 2002/95/EC
and 2002/96/EC on WEEE and on the restriction of the
use of certain hazardous substances in the manufacture
of electric and electronic equipment, the Spanish
government, in Royal Decree 208/2005, of 25 February,
on electric and electronic equipment and the management
of their waste, transposed both directives to Spanish
law.
