The PCB (polychlorobiphenyls) and PCT (polychloroterphenyls)
are polychlorated organic compounds that were used as
coolants in electrical equipment. Their used was forbidden
in 1985.
The regulation to eliminate apparatuses containing such
compounds was determined by Council Directive 96/59/EC,
transposed by RD 1378/1999, modified by RD 228/2006.
These regulations establish several obligations, which
include:
- To declare the possession and decontamination/elimination
of items with PCBs, attaching the documentation
to justify the declared information.
- To report on the plans for destruction or decontamination.
- To properly label the items and the premises
where they are located.
- To decontaminate or eliminate on the dates shown,
and in general before 1 January 2011, equipment
and its content with the characteristics specified
by the regulations.
It must be borne in mind that a unit manufactured without
PCB or PCT is not necessarily exempt from being declared,
as those that have been maintained may be contaminated.
For this reason an inventory must be made of the apparatuses
that have been handled until it can be demonstrated
that this pollution has not occurred. |
