  Why is it necessary to incinerate waste?
There are special wastes whose nature and with current comparative technology have incineration as the optimal management system. Catalunya generates these kinds of wastes through a developed, diversified industry, and must be able to manage them alone and depend as little as possible on exterior solutions.
  Who can incinerate hazardous waste?
Hazardous waste incineration is a public service of the Generalitat, government of Catalonia. It is the public administration through the company PTRES, where the owner of the Constantí incinerator plant has majority capital. Moreover, the incinerable waste collection and treatment service is given through a concession subject to direct public control. The company GRECAT, in the corresponding tender called by the Junta de Residus (now the Agència de Residus de Catalunya), was awarded the public service. Therefore, any company that generates incinerable waste must deal with them through GRECAT.
  Why is it a public service?
Public ownership of this service was the most efficient formula for enabling the construction of the necessary installations and guaranteeing at the same time maximum environmental rigour and control of the operation.
  Can waste be incinerated by other means?
No. Hazardous waste incineration is a public service of compulsory reception, that is, the concessionary company , GRECAT, is obliged to manage all incinerable waste generated in Catalonia and all producers of incinerable hazardous waste must necessarily deal with this waste through GRECAT.
  What wastes must be incinerated?
Waste whose optimal management is incineration, and no other form of evaluation is possible thanks to the composition. These are mainly wastes with a high organic component. The Catalonia waste catalogue indicates which waste is incinerable. .
  How can I contact GRECAT?

  How do producers transfer the responsibility for the management of the incinerable wastes to GRECAT?
By the control and follow-up documentation. Waste must be delivered to GRECAT by completing the acceptance sheet and the consignment note, which must be stamped by GRECAT at the time of delivery. The producers do not need any destruction certificate issued by the final incinerator plant. Nor do they need one if the final destination is a plant abroad. As the provider of a public service, GRECAT takes responsibility once they have received the waste and is responsible for it both whether it is to go to the Constantí plant or a plant outside Catalonia.
