Composition:

a) The president, who is the Minister for the Environment
b) The vice-president, who is the secretary general of the Department of the Environment.
c) The following representatives:
• Seven representatives of the departments of the Generalitat, Government of Catalonia, appointed by the government.
or seven representatives of local entities of Catalonia, one appointed by the Metropolitan Entity of Hydraulic Services and Waste Treatment and the other six appointed by the two most representative associations of local entities in Catalonia.
• Director or directress for Environmental Quality
• The director or directress of the Agència de Residus de Catalunya.
• The director or directress of the Catalan Water Agency.
• Three members, including a waste expert, appointed by the Minister of Environment and Housing
• Two union representatives appointed by the most representative unions.
• Two business representatives from the most representative business associations.
• One representative of the Consell de Cambres de Catalunya.
• One representative of the ecological entities of Catalonia, appointed by the Minister of Environment and Housing.
• One representative of each of the most representative professional organisations.

Without prejudice to this composition, the corresponding mayors and mayoresses and the presidents of the regional councils will be called when regional matters are included in the agenda of the meetings of the Agència de Residus de Catalunya.

The Board of Management will meet at least once a quarter
• To draw up specific documentation, particularly geographical, concerning waste management

2. The representation of the Agència de Residus de Catalunya is exercised by its president.

Functions of the Agència de Residus de Catalunya

As an entity of public law, the Agència de Residus de Catalunya has its own legal character and full capacity to work to fulfil its purposes according to Law 6/1993 of 15th July regulating waste, and its development provisions and the Catalan public business statute.

The general objective of the Agència de Residus de Catalunya as a public company ascribed to the Department of the Environment and Housing is to improve the quality of life of the citizens of Catalonia in waste prevention and management.

This general objective involves action in planning, development regulations and collaboration agreements and also measures of intervention and control. Waste prevention and reduction and its evaluation are the basic axes of the policy of the Generalitat government of Catalonia, always following the directives of the European Union.

The director of the Agència de Residus de Catalunya controls its operation under the directives of the Board of Management.

• Carrying out the agreements of the Board of Management.
• Directing, co-ordinating, inspecting and controlling all the dependencies and installations and all the services.
• Personnel management.
• Presenting all proposed programmes of action, investment and financing, and the balance sheet and corresponding report each year to the Board of Management.
• The specific functions delegated on them by the Board of Management.
• Any other function that might not be entrusted to the Board of Management of the president.
