  The Environment web accessible to many citizens
The Generalitat, Government of Catalonia, offers its pages with an accessible design in order to guarantee universal access to the society of information and knowledge.

In the line shown in the strategic document "e-Europe, a Society of Information for everyone", the Generalitat, Government of Catalonia, wishes to give people with greater difficulty in accessing information (with some physical or sensorial disability or technological barriers) an eminently practical, useful tool that promotes and guarantees equality of access and management of the information available on-line under current technological conditions. To guarantee such access, all of the pages have been tested and the recommendations of the WAI (Web Accessibility Initiative) of the ONCE and the National Federation of the Blind have been taken into account.

  Accessibility procedures
Within the collaboration between the Generalitat, Government of Catalonia, and the ONCE, a series of analyses have been performed on the accessibility barriers on on-line information, which have allowed the portal of the Generalitat to be designed according to the essential accessibility procedures described in the following:

1. Lines with submenus: this indicates that access to the link deepens the search, where users must choose between different options. When the link bears no indication of a submenu, it means that it gives access to the specific, textual content of the required information.

2. Location of the focus: when the user clicks on a link, they will go to the start of its content, where with the first navigation option they can jump directly to the content. There will therefore be no need to pass through the rest of the options of the navigation menu.

3. Page back: the alt-left arrow command will have to be used twice to go to the previous page. Alternatively, the hot keys may be used as indicated in the hot keys section.

4. Hidden text: hidden text is used when the page organisation and design fail to make it fully accessible to current technological means. Likewise, this technique is used when the important information on the page is basically visual.

5. Direct access to the main navigation options: it situates the page focus on the options that allow navigation.

6. Direct access to the site map: it locates the focus on the map.

7. Direct access to the departments: it locates the focus on the links leading to the departments.

8. Direct access to the search engine: it locates the focus on the editing table to search for the required information.

  Hot keys
A series of hot keys have been defined for faster access to the more common links. The keys defined are combined with the alt left key and only work with Internet Explorer.

Combinations of letters have been avoided which in Catalan, Spanish or English might cause conflicts both with the software of the operating system and with the most widely used synthesisers and the Internet Explorer navigator.

Hot keys (active on all gencat.cat pages):

  Direct access to the contents: alt+q
  Direct access to the navigation system: alt+m
  Direct access to the accessibility page and hot keys: alt+b
  Go to the top of the page: alt+o
  Search engine: alt+r
  Site map: alt+p
  Generalitat portal home page: alt+g
  Change text size
To make the reading of the texts as comfortable as possible, we offer you the chance to change the size of the body.

At the top right of all pages, you will find the optionText size, and three possibilities alongside it: medium (11 points), large (14 points) and maximum (17 points).

The text size selection will be maintained for the rest of the pages you visit, and may be changed whenever you wish.

  Navigation
There follows a guide to the operation of the different navigation elements:

The logo on the top left links to the home page. Pull-down menus have been used both in the navigation menu and the navigation route to give access at all times to any section or subsection of the web.
The links are highlighted when the cursor passes over them and change colour once visited. The notes give information on the icons used in the web.
  Compatibility
Minimum requirements: 15” screen (800x600) in thousands of colours. The navigators must be the following or superior:
Internet Explorer v5.X
Netscape v6..X
